Included are several circular letters of general instruction, letters concerning specific disputed cases, and letters concerning the appointment of James McGoffin to the position of register. Several items are signed by Elijah Hayward, U.S. Commissioner of Land. The letters reveal the inner workings of the Register at St. Stephen's.
